The facility is technically called NICHE, which stands for National Full-Scale Testing Infrastructure for Community Hardening in Extreme Wind, Surge, and Wave Events. Researchers plan to spend the next four years designing the facility, but must make key decisions within the first six months. The simulator’s funding sources are still unclear. One person pushing for the facility is Richard Olson, director of Florida International University’s Extreme Events Institute. He recently lobbied the government to create a new hurricane category – a category of 180 mph.
